CADRI in Togo: standing next to ANPC to develop the national DRR strategy

On 23rd and 24th of June, at the Togo government request to CADRI Partnership, an inter-agency team composed of FAO, IOM and OCHA facilitated a first round of training modules to support the newly established Agence Nationale de la Protection Civile (ANPC) to implement the Plan of Priority Actions.

The introductory training covered DRR concepts, emergency preparedness basics, with a focus on the Multi-sector Initial Rapid assessment (MIRA) and the monitoring of displacement through a mix of theory and practical exercises. The CADRI Partnership also facilitated a presentation of good practices from Haiti.

The 47 ANPC personnel from the central and local level engaged in lively discussion on the difference between a hazard and a risk, between prevention and mitigation or how to measure the scale of a disaster.

Participants demonstrated high interest in the MIRA approach with questions about the best moment to begin the assessment, or the source of data to be prioritized. ANPC presented its experiences in data collection and management. The training was completed by a session on monitoring of displacement. Mme AFOH TCHAOUTA Richalatou, Chef Section étude et statistiques, found it particularly relevant in view of emerging risks linked to the spread of violent extremism in the Northern region of Togo.

Haiti good practices focused on the community engagement, rehabilitation and reconstruction process, the organization of the Centre D’operation d’urgence nationale (COUN) and resource mobilization. ANPC Directeur General, Yoma Baka was particularly interested in the triggers for the activation of the COUN and its legal framework. 

ANPC will articulate government capacity building needs to inform the design of the next cycle of training in consultation with the UN Country team and the CADRI Partnership, in support of the implementation of the National Disaster Risk Reduction Plan.
