WHO 's primary role is to direct international health within the United Nations' system and to lead partners in global health responses including the pathway to universal health coverage. WHO’s work on disaster and climate resilience is guided by the Sendai Framework for DRR, the Paris Agreement on Climate Change and the International Health Regulations. The Health EDRM (emergency and disaster risk management) Framework provides a comprehensive approach that can be adapted and applied by all actors in health and other sectors. The Joint External Evaluation (JEE) tool helps countries identify the most critical gaps within their human and animal health systems in order to prioritize opportunities for enhanced disaster preparedness and response.
As one of CADRI’s Technical Partners, WHO deploys specialized expertise to support CADRI work at global, regional and country level. WHO led the development of the CADRI Capacity Diagnosis and Planning module for the Health sector. The Health EDRM Framework and the JEE make critical contributions to the CADRI Capacity Diagnosis and Planning processes.
WHO deploys specialized expertise in response to country demand for CADRI Partnership services in the areas of health system strengthening in the context of disaster and climate change risk, more specifically in:
- Health emergency risk management
- International health regulations
- Capacity development for the management of biological hazards
- Eisk communications
